Power Cool W300 Dual Voltage Dimensions

What is the height of the Power Cool W300 Dual Voltage water cooler? I am building a welding cart for my Everlast 200DX Dual Voltage and want to make sure the shelve spacing is adequate for the water cooler when I add that in the future. The dimensions shown in the manual don't specify which dimension is the height. Your help is appreciated.

The dimension should be with the handle, but you can't trust the dimensions listed anywhere in the manuals or brochures, or even the dimensions listed on the forum (unless it's a hand measured dimension of the exact unit you have). I almost stitched a cover for my 250EX before I received the welder from Everlast, but if I had done that, the cover would have been off by over 3" in length!

My welder is right around 21-1/2" and it's listed as 25" (rounded to the nearest inch) in the manual, so proceed with caution. If you're cutting it close on dimensions, ask someone for the dimensions of their unit () so you know if it will fit or not.
