That is inrush current, the full load amps are only 20 so there is some merit to running a 30 amp breaker, for the most equipment protection.
To get the best of future expansion and the most protection, run a 50 amp circuit to a small sub panel in the garage, then you can divide that as your needs dictate, both now, and in the future.

I'm having a crazy Monday. I missed that point too. I'd love to have a 200A service in my garage.
