I mig 200 won't arc

Tried stick mode. Switched ground to neg. No help..... And to answer Mark, the green "on" lit is on (the upper one). I'm out of idea's. Anybody????

Have you tried it on a different outlet/circuit ? I've had one leg of the power cut out under load due to a burnt spot on the bus bar behind the breaker.
