To start with what kind of cooler is it?? Everalast?? Which model?
Almost sounds like a weak connection. Is it plugged into the back of a welder or on its own outlet?? Can you verify the voltage it is getting??? Have to be careful but I would check the voltage with a meter at the pins of the plug when it is half way plugged into the outlet. That way you know what voltage it is getting when it is acting incorrectly.
At first I was going to say weak pump but you also said fan is slow. How old is it??? Almost sounds like it is 220 running on 110. But since you say it runs fine if you turn it on and off.
