What’s on the threads is Loctite. It’s commonly used now on all kinds of high pressure fittings. Paintball tanks, SCBA parts etc.
The only way to remove it without damaging the treads is with a moderate amount of heat, (hot air heat gun) and keep it hot while moving. If the fitting it attached directly to the solenoid (on some models) it should be disassembled before heating.
Residual compound can be removed with MEK.
Yes it was meant to be permanent and not leak.
I also would NOT recommend changing them, but if your going to that’s how to do it w/o messing things up.
